T3154 - Hotel Aggregator Program; DCF

Background
This Bid Solicitation is issued by the State of New Jersey, Department of the Treasury, Division of Purchase and Property, on behalf of the Department of Children and Families. The purpose is to solicit Quotes for up to three Contractors to administer a hotel aggregator program aimed at providing logistical support for quickly finding hotel space for displaced residents or migrants in New Jersey.

This program was created in response to the changing requirements for emergency non-congregate shelter during the COVID-19 pandemic, where hotels became a critical component in addressing housing needs for vulnerable populations.

Work Details
The Contractor will coordinate program operations which include: identifying habitable hotels, managing hotel relationships, negotiating agreements with hotels, ensuring timely payments and invoice verification, maintaining communication with hotel management, acting as a liaison between hotels and the State, managing reservations and tracking attendance, invoicing the Using Agency for hotel charges, and coordinating referrals to social service programs if requested.

The Contractor must ensure that hotels meet specifications including 24/7 on-premise management, maintenance staff availability, kitchenette facilities, emergency phone access in rooms, high-speed internet service, and adequate room supplies. The maximum length of stay is set at 60 days with possible extensions. There are nine price lines grouped by region (Northern, Central, Southern) that include administrative charges and coordinator services.

Period of Performance
The base term of this Contract shall be for a period of three years from the anticipated effective date provided in the Bid Solicitation. It may be extended up to two additional years with mutual consent.

Place of Performance
The services will be performed across three designated regions in New Jersey: Northern (e.g., Bergen County), Central (e.g., Mercer County), and Southern (e.g., Atlantic County).
