Background
This Bid Solicitation is issued by the State of New Jersey, Department of the Treasury, Division of Purchase and Property on behalf of the Department of Human Services, Division of Family Development, Office of Child Care Assistance Program. The purpose is to solicit Quotes for the design, development, testing, implementation, maintenance, and support of the New Jersey Child Care Information System (NJCCIS) and its components.
NJCCIS aims to enhance child care services in New Jersey by providing a comprehensive web-based data collection system that integrates various functionalities including licensing, workforce registry, quality improvement initiatives, and grants management.
Work Details
The Contractor shall design, develop, test, implement and maintain a new System for NJCCIS which includes: overall project management; licensing and inspections of Child Care Providers; professional development via the Workforce Registry; Learning Management System (LMS); Quality Rating Improvement System (QRIS); grants and scholarships management; Child Care Time and Attendance System (NJCTAS); customer service and technical support; a robust mobile responsive web portal; and interfaces with necessary entities.
The system must comply with federal mandates and ensure secure access to users while providing training in multiple languages.
Period of Performance
The contract will commence upon award and is expected to last until all deliverables are met as per the project timeline outlined in the Project Management Plan. Key dates include a project kick-off meeting within 60 days of contract award.
Place of Performance
The primary location for managing the contract will be within 25 miles of 6 Quakerbridge Plaza, Hamilton, NJ.
Bidder Requirements
Bidders must comply with Small Business Set-Aside requirements. They are required to submit various forms including an Ownership Disclosure Form, Disclosure of Investment Activities in Iran Form, MacBride Principles Form, Service Performance within the United States certification, and a completed State Security Due Diligence Third-Party Information Security Questionnaire.
Bidders must also have a valid Business Registration Certificate prior to contract award.
