Description

T3103 - Program Administrator - Resilience Planning Projects
Background
The State of New Jersey, through the Department of the Treasury and the Department of Environmental Protection (DEP), is issuing this Bid Solicitation for the T3103 Program Administrator - Resilience Planning Projects. The purpose is to solicit quotes from qualified bidders to provide technical assistance for resilience planning projects aimed at addressing climate change impacts.

The DEP seeks to enhance the resilience of New Jersey’s communities, ecosystems, infrastructure, and economy by funding collaborative resilience efforts that include risk assessments, stakeholder engagement, and development of resilience action plans.

Work Details
The contractor will be responsible for various climate resilience planning activities including:
1) Developing communication strategies and educational materials;
2) Engaging with community stakeholders;
3) Providing document translation and interpretation services;
4) Conducting risk, hazard, and vulnerability assessments;
5) Developing resilience action plans;
6) Implementing planning-only activities related to resilience actions;
7) Creating guidance documents and tools for municipalities;
8) Performing data modeling for climate hazards;
9) Producing final deliverables such as reports and assessments.

The contractor must also manage project timelines, conduct status meetings, and ensure compliance with all reporting requirements.

Period of Performance
The contract will have a base term of four (4) years with an option to extend for up to two (2) additional years.

Place of Performance
The work will be performed in various locations throughout New Jersey as determined by specific project needs under the Mini-Bid process.

Bidder Requirements
Bidders must comply with Small Business Set-Aside and Disabled Veteran-Owned Business Set-Aside requirements. They must have valid business registration certificates and meet specific staffing licensing requirements including professional licenses for engineers, planners, and other key personnel.

Bidders are also required to submit a Subcontractor Utilization Plan if they intend to use subcontractors.
