T2870 - Transmission Facility Management for New Jersey Public Broadcasting Authority (NJPBA)

Background
This Bid Solicitation is issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Public Broadcasting Authority (NJPBA).
The purpose is to solicit quotes for transmission facility management, regulatory compliance services, and project design and management for thirteen television transmission facilities located throughout New Jersey.
This is a reprocurement of services under contract T2870.

Work Details
The contractor will provide management and regulatory compliance services for NJPBA's transmission facilities, including:
- Routine inspections and testing of transmitters, antennas, and other equipment to ensure compliance with FCC standards.
- Calibration and repair work as needed after installations or repairs.
- Detailed procedures for inspections, testing, calibration, and repair work that align with FCC requirements.
- Maintenance of large and small transmission facilities across three regions (Northern, Central, Southern) with specific inspection schedules outlined for each facility type.
- Emergency response services for various levels of incidents affecting operations.
- Assistance with decommissioning facilities as required.
- Preparation and filing of engineering reports necessary for FCC applications related to NJPBA facilities.

Period of Performance
The base term of this contract is three years from the anticipated effective date, with an option to extend up to two additional years.

Place of Performance
The contract will be performed at various locations throughout New Jersey, specifically at thirteen television transmission facilities in Northern, Central, and Southern regions.

Bidder Requirements
This solicitation includes a Small Business Set-Aside for subcontracting opportunities.
Bidders must have a valid Business Registration Certificate issued by the State of New Jersey prior to contract award.
Additionally, bidders must comply with the New Jersey Prevailing Wage Act and maintain Public Works Contractor Registration during the contract period.
