T2171 - Vehicle Towing and Roadside Services.

Background
This Bid Solicitation is issued by the State of New Jersey, Department of the Treasury, Division of Purchase and Property, on behalf of all State Using Agencies and Cooperative Purchasing Participants.
The purpose is to solicit Quotes for vehicle towing and roadside repair services across twenty-one counties in New Jersey. This is a reprocurement of services under T2171 - Vehicle Towing and Roadside Services, aimed at providing efficient and reliable towing and roadside assistance to state vehicles.

Work Details
The contract includes the following services:
1. **Vehicle Towing Service Requirements**: The contractor must respond within one hour of notification for towing services, operating 24/7. Towing must comply with manufacturer standards using appropriate equipment (no tow bars or chains).

2. **Roadside Service Requirements**: Services include changing tires, jump-starting vehicles, unlocking doors, and minor repairs without major parts installation. Response time is also within one hour, with service completion expected within thirty minutes upon arrival.

3. **Winching and Extraction Services**: Optional service for extracting vehicles from difficult situations (e.g., mud or snow) at an hourly rate.

4. **Pricing Structure**: Bidders must provide pricing for mandatory price lines including towing rates per loaded mile, hook-up rates per vehicle, and roadside service charges per call. Optional winching services can be quoted but are not mandatory.

5. **Reimbursable Charges**: Includes storage fees after a grace period of two working days and other reasonable costs incurred during service delivery.

Period of Performance
The base term of the contract is three years with an option to extend for up to three additional years upon mutual agreement.

Place of Performance
Services will be performed across all twenty-one counties in the State of New Jersey.
