Background
The State of New Jersey, through its Department of the Treasury and on behalf of the Department of Health, is issuing this Bid Solicitation to engage a Contractor for auditing services related to patient eligibility Charity Care Claims audits for New Jersey Medicaid Disproportionate Share Hospitals (DSH). This includes desk audits of Acute Care Hospital Cost Reports and financial report audits of licensed Ambulatory Care Facilities. The goal is to ensure compliance with state regulations and improve the accuracy of public information regarding healthcare funding.
Work Details
The Contractor will perform the following services:
1. Charity Care Claims Audits: Conduct quarterly audits for approximately 70 DSH hospitals, averaging 215 audits per year, each taking 8 to 45 hours.
2. NJ Acute Care Hospital Cost Report Desk Audits: Complete around 70 desk audits annually, each requiring 24 to 110 hours.
3. Ambulatory Care Facility Financial Report Audits: Perform about 90 audits yearly, averaging 18 to 20 hours each.
4. Rehabilitative and Long Term Acute Care Hospital Audits: Conduct approximately 37 audits per year, each taking about 6 to 8 hours. The Contractor must follow Generally Accepted Government Auditing Standards (GAGAS) and submit detailed reports summarizing audit findings within specified timeframes.
Period of Performance
The contract will have a base term of four years with an anticipated effective date as indicated in the solicitation documents. The contract may be extended for up to two additional years upon mutual agreement.
Place of Performance
Audits will be conducted at various locations across New Jersey, specifically at the hospitals and facilities being audited.
Bidder Requirements
Bidders must be registered as a Small Business Enterprise (SBE) or Disabled Veterans’ Business with the Division of Revenue and Enterprise Services by the quote opening date. They must also possess a valid Business Registration Certificate prior to contract award.
