T0711 - Testing Services- Long Term Care and Assisted Living Residence

Background
This Bid Solicitation is issued by the Department of the Treasury, Division of Purchase and Property on behalf of the New Jersey Department of Health. The purpose is to engage a Contractor to administer a competency evaluation program for the Certification of Nurse Aides (NA), Personal Care Assistants (PCA), Medication Aides (MA), and Assisted Living Administrators (ALA) while maintaining a registry of certified individuals.

This is a reprocurement of services under T0711 - Testing Services-Long-Term Care Facilities and Assisted Living Residence.

Work Details
The Contractor shall administer a competency evaluation program for NAs, PCAs, MAs, and ALAs, which includes:
1. Certifying staff according to State and federal requirements.
2. Developing and maintaining a Web-Based Testing system and at least eight Regional Testing Centers for cognitive testing within six months of contract award.
3. Administering skills tests for NAs and PCAs as they become eligible.
4. Transferring all certification, testing, and registry data monthly to the New Jersey Department of Health in a secure format.
5. Maintaining a secure Web-Based Registry for applicants' status and disciplinary actions.
6. Providing all materials required in this Scope of Work including examinations, practice tests, supporting materials, skills evaluation materials, etc.
7. Conducting quarterly meetings with DOH staff and training programs for certified ALAs regarding changes in laws and regulations.
8. Ensuring data processing programs are free from errors in design, logic, and documentation.
9. Providing proprietary software needed by DOH without charge while paying all licensing fees.

Period of Performance
The contract will be performed over a period starting from the date of award with specific milestones including mobilization within six months and ongoing responsibilities throughout the contract term.

Place of Performance
The services will be performed primarily in Trenton, New Jersey, with additional regional testing centers established as required.
