Background
The New Jersey Department of Transportation (NJDOT) is seeking to secure personnel to augment the staff of the Bureau of Design Standards & Value Engineering. The goal of this solicitation is to provide staff augmentation services that will enhance NJDOT's capabilities in managing design standards and conducting value engineering studies for various projects. This initiative aims to improve operational efficiency and ensure compliance with state and federal standards in transportation projects.
Work Details
The contractor will provide a range of services including:
1. Guidance during Concept Development, including geometric reviews, traffic analysis, and identification of substandard ADA curb ramps.
2. Major/Minor Access plan reviews and PE & FD plan reviews with written comment memorandums.
3. Attendance at Scope Team and Project meetings.
4. Review of Design Exception Reports and Change of Plans during construction.
5. Evaluation of nationally developed standards for incorporation into design documents.
6. Updating roadside design standards, specifications, and construction details.
7. Providing design assistance during the construction phase.
8. Developing training on design standards subject matter.
9. Facilitating Value Engineering (VE) studies aimed at improving project value in terms of cost, constructability, and maintenance while meeting functional requirements.
10. Supporting agency modernization by digitizing legacy assets, enhancing data systems, and streamlining workflows through tasks such as organizing legacy plans, developing relational databases, and creating reporting tools.
Period of Performance
The contract will be performed over a term agreement basis with specific timelines defined for each project phase as required by NJDOT.
Place of Performance
The services will primarily be performed within New Jersey, specifically at NJDOT facilities or designated project sites.
Bidder Requirements
Firms must be prequalified with NJDOT in the relevant disciplines (H-1 Level A, B-1 Level A) to submit a proposal. Additionally, firms must comply with SBE registration requirements where applicable and demonstrate a good faith effort to meet established goals for participation by certified firms.
