Staff Augmentation Services 2025 T-1 and H-1 Level A

Background
The New Jersey Department of Transportation (NJDOT) is soliciting technical proposals for staff augmentation services specifically for the Division of Traffic Engineering. This contract aims to enhance the capabilities of the Traffic Engineering Division by providing additional resources to manage various traffic-related projects effectively. The goal is to ensure that traffic control devices and systems are designed, optimized, and maintained in accordance with state standards, thereby improving roadway safety and efficiency.

Work Details
The contractor will provide staff augmentation services for the following bureaus within the Division of Traffic Engineering:
- Bureau of Regulations and Electrical Engineering
- Bureau of Traffic Engineering – North Region
- Bureau of Traffic Engineering – Central Region
- Bureau of Traffic Engineering – South Region.

The scope of work includes but is not limited to:
- Design and revisions of traffic control devices (signals, RRFBs, flashers)
- Traffic signal optimization
- Installation of ADA compatible handicap ramps
- Conducting passing and no-passing zone studies
- Performing speed limit studies and other regulatory investigations
- Highway lighting analysis and design
- Electrical design for roadway facilities
- Providing DTE support to review capital projects, access management projects, local aid projects as appropriate
- Training DTE staff on various traffic engineering, electrical engineering, and regulatory practices.

The work will be issued through task order assignments on an as-needed basis.

Period of Performance
The contract period will commence upon award in July 2025 and will continue as specified in task orders issued throughout the duration of the agreement.

Place of Performance
Services will be performed at various locations across New Jersey as determined by task orders issued by NJDOT.

Bidder Requirements
Eligible firms must be prequalified with NJDOT in the relevant disciplines (T-1 Level A and H-1 Level A). Firms must submit proof of DBE/SBE/ESBE registration upon submission of their technical proposal. A goal has been set for 25% participation from Small Business Enterprises (SBEs). Subconsultants must also be cost basis approved by NJDOT by the closing date. Joint ventures are permitted but must meet all prequalification requirements.
