Special Education Online Management Software Program for the 2026-2027 School Year

Background
The Winslow Township Board of Education is seeking competitive proposals for a Special Education Online Management Software Program for the 2026-2027 school year. The purpose of this RFP is to establish an agreement with a qualified proposer to provide software that will manage, maintain, and create Individual Education Plans (IEPs) for approximately 1,200 students in the district.

Work Details
The software program must include the following features:
- Ability to develop IEPs in compliance with federal and New Jersey state guidelines.
- Capability to generate necessary documents such as meeting invitations and mandated letters.
- Alignment with state reporting guidelines.
- Online portal access.
- Electronic document storage.
- Built-in safeguards for monitoring district compliance.
- User management without additional costs.
- Progress reporting functionality.
- Notifications for upcoming mandated deadlines.
- Reporting capabilities based on district data.
- Ability to create and store evaluation planning documents.
- Electronic signature acquisition from all participants.
- Integration with the district's student information system, Genesis.
- Ongoing online customer support at no extra cost.
- Provision of two in-person professional development sessions scheduled on November 3 and February 12 (subject to change) between 8 AM and 3 PM.

Period of Performance
The contract will be effective from July 1, 2026, through June 30, 2027.

Place of Performance
The services will be performed within the Winslow Township School District located in Atco, New Jersey.

Bidder Requirements
Proposers must demonstrate that they have provided similar software solutions to at least three schools of comparable size in New Jersey. Vendors are required to comply with N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27 et seq., regarding affirmative action requirements.
