Description

Sealed Proposals will be received by the Borough of Point Pleasant Beach at the Borough office located at 416 New Jersey Avenue, Point Pleasant Beach, New Jersey on Wednesday, July 2, 2025 at 10 am prevailing time and at that time and place, publicly opened and read aloud for Route 35 Water Main Replacement Project.The Bid generally consists of replacing approximately 14,500 linear feet of 8-inch, 10-inch or 12-inch water main per asset management plan. The extent of replacement will be from the intersection of Ocean Avenue (Route 35) and Delaware Avenue, continuing onto Sea Avenue (Route 35), along Richmond Avenue (Route 35 southbound) and Cincinnati Avenue (Route 35 northbound), to the intersection of Richmond Avenue (Route 35 northbound) and Hawthorne Avenue (Route 35 northbound). Additionally, the Bid consists of replacement or reconnection of approximately 30 hydrants and 105 valves and replacing approximately 210 connections along Route 35.Contract documents for the proposed work, prepared by John J. McKelvey, Senior Project Manager of the firm Colliers Engineering and Design, Inc.,101 Crawfords Corner Road, Suite 3400, Holmdel, New Jersey are available to prospective bidders upon formal request via email. Hard copies of the bid documents will not be available or issued at this time.A bid must be accompanied by a Certificate of Consent Surety written by a surety company listed on the Federal Treasury List (Environmental Protection Department Circular 570 - Surety Companies Acceptable on Federal Bonds) as required by NJ.A.C 7:22-3.17 (g). The amount shall be for not less than 10% of the amount of the bid or $20,000 maximum whichever is the lesser. The said Surety shall be bound to furnish Performance and Labor and Material and Maintenance Bonds, each in an amount equal to 100% of the Contract Price.All bids shall be in conformity with NJ.A.C. 7:22-3.17f with a goal of not less than 10% participation of small business enterprises and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding required SED participation is included in the Information for Bidders and the Supplemental General Conditions.This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of NJ.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.The Borough reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgment may best serve the interest of the Borough.
