RFQ Notice: Goose Control East Brunswick Township

Background
The Township of East Brunswick is seeking to implement a goose control program at Crystal Springs Family Waterpark and the East Brunswick Municipal Pond. The primary goal is to manage the population of geese in these areas using humane methods, specifically through the use of trained Border Collies. This initiative aligns with the Township's commitment to maintaining safe and pleasant recreational spaces for residents and visitors.

Work Details
The contractor will provide goose control services at two locations: the Municipal Pond Area/Municipal Complex and Crystal Springs Family Waterpark. The scope includes:

1. Municipal Pond Area/Municipal Complex:
- Implement a 'hazing' program utilizing a Border Collie, with multiple visits per week, potentially twice daily, to prevent geese from establishing routines.
- Ensure that wild geese are not harmed, adhering to the Migratory Bird Act, by encouraging them to feed, roost, and nest elsewhere.
- Use additional methods such as laser lights, RC units in ponds, kayaks, and drones if necessary, but prioritize Border Collies for control.
- Optionally include egg addling with prior permission from the Township's Director of Recreation and Parks.
- Determine the number of dogs needed based on area size and geese population; at least one dog per park is required.
- Service duration is 12 months (January through December), with a monthly cost provided by the contractor.

2. Crystal Springs Family Waterpark:
- Conduct a similar 'hazing' program with visits 5-6 days per week during closed hours from Memorial Day Weekend through Labor Day Weekend.
- Coordinate visits to assist in weekly pool water testing as per New Jersey State Bathing Code.
- Maintain flexibility in scheduling visits to adapt to changing conditions and requests from the waterpark management.

Period of Performance
The contract will be performed over a period of 12 months for the Municipal Pond Area (January through December) and 6 consecutive months for Crystal Springs Family Waterpark (March through August).

Place of Performance
The services will be performed at two locations: 1 Jean Walling Civic Center Drive, East Brunswick NJ 08816 (Municipal Pond Area) and 380 Dunhams Corner Road, East Brunswick NJ 08816 (Crystal Springs Family Waterpark).
