Background
The City of Asbury Park, located in Monmouth County, is seeking statements of qualifications for Environmental Services related to soil assessment at 61-63 Ridge Avenue. This initiative is part of a broader effort to conduct environmental remediation at four sites within the City’s Brownfield Development Area (BDA), funded by a $500,000 Cleanup Grant from the U.S. Environmental Protection Agency (EPA). The City aims to address contamination issues identified during previous assessments.

Work Details
The scope of work includes conducting a soil investigation and installing monitoring wells at the site. Specific tasks involve:

1. Advancing up to eight borings around an out-of-service underground storage tank (UST) to delineate the extent of soil contamination, with depths not exceeding 15 feet.
2. Collecting two soil samples from each boring: one from the highest contamination evidence and another from an assumed clean interval.
3. Collecting samples from historic fill layers for analysis of Polynuclear Aromatic Hydrocarbons (PAHs) and EPA Target Analyte List (TAL) metals.
4. Installing up to five permitted monitoring wells in the UST area for groundwater monitoring, constructed with two-inch diameter Schedule 40 PVC piping.
5. Handling and disposing of investigation-derived waste (IDW) generated during the investigation.
6. Preparing a Remediation Investigation/Remedial Action Work Plan (RI/RAWP) Report for submission to NJDEP, including all analytical data and findings.

Period of Performance
All tasks must be completed by August 31, 2025.

The contract will be performed at 61-63 Ridge Avenue, Asbury Park, New Jersey.
