RFP: Newark Community Solutions Program

Background
The City of Newark, NJ is issuing a Request for Proposals (RFP) for the Newark Community Solutions Program. The Municipal Court aims to provide restorative justice solutions for low-level offenders, promoting community safety through rehabilitative social services. The selected contractor will assist in implementing and coordinating services that include community service, counseling, and treatment readiness classes.

Work Details
The contractor will provide the following services:
- Resource coordination
- Alternative sanctions services
- Compliance monitoring
- Counseling
- Case management

These services are intended to support the ongoing operation of Newark’s Community Court and Youth Court. The contractor must demonstrate professional and administrative capabilities to fulfill these requirements.

Period of Performance
The contract term is for twelve (12) consecutive months with two (2) optional two-year renewals.

Place of Performance
Services will be performed in Newark, NJ.

Bidder Requirements
Proposers must comply with New Jersey's affirmative action laws and submit a Qualification Statement that includes references from similar projects completed within the last three years. They must also provide proof of licensure as required by the State of New Jersey. Additionally, bidders are required to have a registered business certificate with the state prior to contract award.
