RFP for Health Insurance Broker Services 2025

Background
The City of Clifton is soliciting Fair and Open Proposals for Health Insurance Broker services for insurance coverage(s) for the year 2025. The City has over 700 employees and aims to procure health, prescription, and dental insurance coverage through a licensed broker in New Jersey.

The goal is to ensure comprehensive and cost-effective insurance solutions while complying with relevant state laws and regulations.

Work Details
The selected Broker of Record will be responsible for:
1. Analyzing and recommending health, prescription, and dental insurance coverage options.
2. Marketing and providing competitive proposals for City review.
3. Reviewing current policies for accuracy, compliance, and financial prudency.
4. Identifying issues related to health benefits and informing the City of developments affecting insurance.
5. Assisting in budget planning related to health benefits costs.
6. Familiarizing with the City's Collective Bargaining Agreements to ensure proposals meet or exceed existing coverage.
7. Monitoring compliance with federal and state laws regarding health benefits.
8. Acting as a liaison with insurance carriers or Third-Party Administrators to resolve concerns or disputes.
9. Providing guidance on health benefit plans for retirees when requested by the City.

Period of Performance
The contract will commence immediately upon award and continue through the entire 2025 calendar year.

Place of Performance
The services will be performed in Clifton, New Jersey.
