RFP for ERP/Business Administration Software Managed Services

Background
The New Jersey Turnpike Authority (the 'Authority') is seeking a qualified provider to perform consulting services for a managed service agreement for its PeopleSoft Financials and Human Capital Management (HCM) Modules. The Authority has utilized these systems since 2005. The goal of this contract is to ensure continued support and management of these critical software applications.

Work Details
The Consultant will provide managed services for the following:

1. Support all installed PeopleSoft modules, including HCM (Human Resources, Base Benefits, Payroll, Time and Labor, Self-Service) and Financials (General Ledger, Project Costing, Purchasing, e-Procurement, Accounts Payable, Inventory, Assets, Treasury, Accounts Receivable).

2. Provide on-site resources including a PeopleSoft Financials Business Analyst and a PeopleSoft HCM Business Analyst. The Proposer must quote a monthly rate for each resource.

3. Provide off-site resources including a PeopleSoft Administrator who will also train backup resources in the Authority’s infrastructure. The Proposer must quote a yearly rate for this resource based on an expected workload of 1,248 hours per year.

Period of Performance
The contract will be effective for three (3) years from the date of execution with an option for two (2) additional one-year extensions at the Authority's discretion.

Place of Performance
Services will be performed at the New Jersey Turnpike Authority's facilities located in Woodbridge, New Jersey.

Bidder Requirements
Proposers must comply with Equal Employment Opportunity requirements and demonstrate good faith efforts to utilize small business enterprises (SBEs) and disabled veteran-owned businesses (DVOBs) as subcontractors. Additionally, they must provide proof of valid business registration with the Division of Revenue in New Jersey prior to entering into an agreement.
