Rfp 26-04 - For A Solar Energy Project Developer To Develop A Municipal Community Solar Automatic Enrollment Project And To Enter Into A Main Services Agreement With The City Of Camden

Background
The City of Camden is seeking proposals from solar development firms to serve as the solar provider in a Community Solar Energy Program (CSEP) aimed at benefiting local residents. This program allows utility customers to participate in a solar energy project that is not located on their property. The initiative, governed by the New Jersey Board of Public Utilities (NJBPU), facilitates automatic enrollment of low-to-moderate income (LMI) subscribers who will receive credits on their electricity costs without needing affirmative consent. Subscribers will have the option to opt-out.

Work Details
The selected solar provider will be responsible for the design, permitting, acquisition, construction, ownership, installation, interconnection, administration, operation, and maintenance of a BPU-approved Community Solar Renewable Energy Project. This includes all labor, materials, equipment, tools, and supervision at the provider's sole cost. The provider must also execute a Main Services Agreement and provide bill credits based on solar energy generation from its projects to participating customers in Camden.

The Local Unit has identified approximately 14,600 LMI households for this program. Administrative costs include:
- A Fixed Administrative Fee of $350,000 payable to the Energy Agent within ten days of MSA execution.
- A Fixed Liaison Fee of $1,000 billed monthly during project construction.
- A Fixed Management Fee of $2,700 per month plus $0.0003 per watt for ongoing support over 15 years.

Period of Performance
The contract period will span over 15 years for ongoing management and support services related to the community solar projects.

Place of Performance
The services will be performed within the City of Camden.

Bidder Requirements
Respondents must demonstrate site control for project locations through leases or similar agreements. They should comply with all applicable federal, state, and local laws and regulations. Additionally, they must provide financial statements detailing their financial capability to undertake the project.
