Rfp # 202607.3 Professional Consultants To Provide Material Testing Services

Background
The County of Atlantic is seeking proposals for professional consultants to provide material testing services on an as-needed basis for various dam and transportation infrastructure projects.
The goal is to ensure quality and compliance with engineering standards in the construction and maintenance of these projects.

Work Details
The selected consultants will provide services associated with material testing, including but not limited to:
1. Bituminous Concrete Plant Inspection
2. Bituminous Concrete Coring and Testing (Pre-Construction)
3. Bituminous Concrete Coring and Testing (Post-Construction)
4. Concrete Plant Inspection
5. Concrete Testing
6. Hot Mix Asphalt High RAP Performance Testing.

Additionally, geotechnical engineering services are required to evaluate and provide reports for borings and/or test pits as requested by the County Engineer. All work must comply with applicable standards from agencies such as AASHTO, ASTM, and NJDOT.

Period of Performance
The contract will commence on June 1, 2026, or upon notice of award, and will extend for a period of one year until May 31, 2027.

Place of Performance
Various locations within Atlantic County, New Jersey.

Bidder Requirements
Bidders must comply with New Jersey's Affirmative Action requirements (N.J.A.C. 17:27) and the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25). They must also hold all necessary certifications and licenses for materials testing in New Jersey. Bidders are required to submit a comprehensive list of certifications related to materials testing prior to proposal submission.
