Background
The Delaware River Port Authority (DRPA) is a bi-state corporate instrumentality of New Jersey and Pennsylvania, responsible for operating major toll bridge crossings and providing public transport services through its subsidiary, PATCO. The authority seeks to engage professional consulting engineering firms for the Biennial Inspection of the PATCO Track and Facilities to ensure the safety and operational integrity of its transit assets.

Work Details
The contract involves performing a detailed inspection of all aspects related to the PATCO facility's Track and Facilities. This includes conducting condition evaluations of assets, assigning ratings, comparing findings to previous inspections, and preparing a comprehensive report.

Specific assets to be inspected include:
- Passenger stations
- Buildings
- Parking lots
- Drainage systems
- Track systems
- Retaining walls
- Tunnels
- Viaducts
- Pedestrian structures
- Earth embankments
- Right-of-way fencing
- Transit bridges
- Vehicle bridges
- Culverts.

Additionally, the consultant will provide recommendations for maintenance and repair work along with cost estimates.

Period of Performance
Inspection work is anticipated to begin in March 2026. A Draft Report with a Condition Certification Letter is due by September 25, 2026, with a Final Report due by December 23, 2026. Special/Interim inspections will be performed in 2027.

Place of Performance
The inspection will take place at various locations under the jurisdiction of the Delaware River Port Authority along the Philadelphia-Lindenwold High Speed Mass Transit Line.
