Background
The New Jersey Pollutant Discharge Elimination System (NJPDES) permit mandates that municipalities ensure privately owned stormwater facilities constructed after February 7, 1984 are inspected and maintained according to approved maintenance plans.

The Township of Wayne is seeking to establish a verification program for these facilities and requires technical assistance to identify all stormwater structures subject to this requirement and to develop a process for verifying maintenance in compliance with the NJPDES permit.

Work Details
The contractor will provide technical assistance in identifying privately owned stormwater facilities that require inspection and maintenance as per NJPDES regulations.

This includes establishing a verification program that outlines processes for regular inspections and maintenance checks, ensuring compliance with the approved maintenance plans. The contractor will also assist in developing documentation and reporting mechanisms to track compliance with NJPDES requirements.

Period of Performance
The contract is expected to commence no later than 21 days from the date of contract award and will last for up to two years, with the possibility of extending for two additional one-year periods if mutually agreed upon by both parties.

Place of Performance
The services will be performed within the jurisdiction of Wayne Township, New Jersey.

Bidder Requirements
Bidders must have a registered Business Registration Certificate (BRC) with the State of New Jersey prior to contract award. They are required to comply with New Jersey Law Against Discrimination and must submit an Ownership Disclosure Certification detailing any owners holding 10% or more interest in the business.

Additionally, bidders must provide proof of compliance with affirmative action provisions as outlined by New Jersey law.
