Municipal Auditor Services

Background
The Township of Franklin, County of Somerset is seeking proposals for Municipal Auditor Services to conduct an annual audit of its financial records for the year ending December 31, 2025. This initiative is part of the Township's commitment to transparency and compliance with New Jersey statutes and regulations. The contract aims to ensure that the financial statements are accurately presented in accordance with applicable accounting practices.

Work Details
The selected Municipal Auditor will be responsible for:

1. Auditing the Municipality's financial statements of various funds for the year ending December 31, 2025, ensuring compliance with the Requirements of Audit as promulgated by the Division of Local Government Services, Department of Community Affairs, State of New Jersey.

2. Conducting audits in accordance with auditing standards generally accepted in the United States and Government Auditing Standards.

3. Presenting additional analysis such as the Schedule of Expenditures of Federal Awards and Schedule of Expenditures of State Financial Assistance if required under the Single Audit Law.

4. Performing non-audit services as agreed upon, provided they do not violate independence standards set forth by AICPA Code of Professional Conduct.

Period of Performance
The contract will commence upon execution in January 2026 and will cover services through the completion of the audit for the fiscal year ending December 31, 2025.

Place of Performance
The services will be performed at the Township's offices located at 475 DeMott Lane, Somerset, NJ 08873.

Bidder Requirements
Bidders must be Certified Public Accountants and Registered Municipal Accountants in New Jersey with a minimum of five years' experience representing municipal entities before the New Jersey Local Finance Board. They must demonstrate experience with compliance regarding New Jersey laws including Local Bond Law and Local Budget Law. Additionally, bidders must submit a Statement of Ownership Disclosure, Non-Collusion Affidavit, evidence of EEO/Affirmative Action compliance, and proof of licensure.
