Lead Service Line Replacement Program Phase 5A

Background
The City of Trenton, located in Mercer County, New Jersey, is issuing a solicitation for the Lead Service Line Replacement Program - Phase 5A. This project aims to replace lead and galvanized steel service lines to improve water quality and safety for residents. The project is funded through the New Jersey SRF Program, which supports environmental infrastructure projects.

Work Details
The work involves the trenchless replacement of approximately 780 lead or galvanized steel service lines from the water main to the water meter in residences within Trenton. Key tasks include:

- Coordination with homeowners
- Verification of existing service line materials
- Excavation
- Installation of temporary grounding
- Removal or abandonment of existing service lines
- Installation of new copper service lines, ball valves, curb stop valves and boxes
- Watertight penetrations through building foundations and walls
- Flushing and backfilling
- Soil erosion and sediment control
- Traffic control
- Housekeeping
- Full restoration of existing conditions (landscaping, sidewalks, curbs, paving)
- Grounding to new pipe
- Data tracking and management in ArcGIS.

The work may also require dewatering and trench shoring.

Period of Performance
The contract will be performed over a period of 730 calendar days from the issuance of the 'Notice to Proceed'.

Place of Performance
The contract will be performed within the City of Trenton, New Jersey.

Bidder Requirements
Bidders must comply with N.J.A.C. 7:22-9 regarding opportunities for socially and economically disadvantaged (SED) contractors. A goal of at least 10% of contracts must be awarded to small business concerns owned by socially and economically disadvantaged individuals. Additionally, contracts totaling 7% must be awarded to qualified Minority Business Enterprises (MBEs) and 3% to Women Business Enterprises (WBEs). Bidders are required to submit a bid bond amounting to 10% of their bid but not exceeding $20,000.
