Engineering Services Program And Construction Management

Background
The City of Trenton, through its Department of Water and Sewer, is seeking proposals for engineering services and construction management related to the Phase 5 Lead Service Line Replacement (LSLR) project. This initiative aims to replace approximately 1,440 lead service lines in Trenton and about 470 in Ewing and Lawrence Townships. The project is funded by the New Jersey Infrastructure Bank (NJ I-Bank) and is part of a broader effort to improve water quality and comply with environmental regulations.

Trenton Water Works serves around 63,000 customers and is actively engaged in replacing lead service lines throughout its distribution system.

Work Details
The contractor will provide comprehensive engineering management services including:
1. Assistance with NJ I-Bank loan requirements, bid phase, and grant applications.
2. Project planning support including prioritization plans, work plans, milestone schedules, drawing reviews, procurement plans, and logistics planning.
3. Construction management services including full-time inspection of lead service line replacements, site restoration tracking, customer complaint resolution, and compliance reporting to NJDEP and EPA.
4. Data management using ArcGIS for tracking service line inventory and project progress.
5. Public communications and outreach efforts including website management, informational materials design, and maintaining a customer call line.

Period of Performance
The contract will be executed over a period of two years from the date of award.

Place of Performance
The work will be performed primarily in the City of Trenton as well as in Ewing and Lawrence Townships in New Jersey.

Bidder Requirements
Proposers must comply with New Jersey's affirmative action requirements (P.L. 1975 C127), submit a Business Registration Certificate prior to contract award, provide a non-collusion affidavit, disclose ownership information, and adhere to various reporting requirements related to environmental compliance.
