Description

Background
The New Jersey Water Supply Authority (NJWSA) is responsible for the management of water supply systems in New Jersey, including the Delaware & Raritan Canal and the Manasquan Reservoir. This contract aims to address ongoing issues with invasive aquatic plants, particularly hydrilla, which have been impacting water quality and flow since their first observation in 2016 and 2017 respectively. The goal of this contract is to provide benchtop or 'Jar Test' simulation services for fluridone removal via drinking water treatment processes to ensure effective management of these invasive species and maintain water quality for drinking purposes.

Work Details
The contractor will perform benchtop (jar) testing services at seven drinking water treatment facilities that utilize the D&R Canal and Manasquan Reservoir as their source water. The work includes:

- Simulating drinking water treatment processes to document fluridone removal efficiency.
- Conducting tests at five facilities in Somerset and Middlesex Counties and two in Monmouth County.
- Running up to two treatment scenarios at each facility, testing fluridone removal efficiencies with target dosages of 1.5, 2.5, and 4 ppb.
- Collecting one raw water sample with a target dosage of 4 ppb from each facility.
- Analyzing duplicate samples for each target dosage and raw water sample, totaling a maximum of 84 samples across all facilities.
- Providing necessary laboratory equipment, stock solutions of fluridone, and securing laboratory analysis using EPA method 525.3 or an equivalent method.
- Submitting a summary report detailing methods, results from starting concentrations in raw water, different points throughout the treatment chain at each facility, and final removal efficiencies by June 1, 2026.

Period of Performance
The contract work is scheduled to be completed by June 30, 2026.

Place of Performance
The services will be performed at seven drinking water treatment facilities located in Somerset, Middlesex, and Monmouth Counties in New Jersey.

Bidder Requirements
Bidders must comply with several requirements including: valid business registration certification as per N.J.S.A. 52:32-44; adherence to Equal Employment Opportunity Compliance Requirements; compliance with the Diane B.
