Armed Security Guards

Background
The City of Newark, NJ is seeking bids for armed security guard services to provide surveillance and protection for authorized City locations. This contract aims to enhance the safety and security of municipal facilities, ensuring a secure environment for employees and visitors.

Work Details
The Vendor shall provide armed security guard services as specified in the attached Protection and Surveillance Schedule. Key responsibilities include:
1. Surveillance and protection of the interior and exterior of authorized City locations.
2. Security personnel must be licensed by the New Jersey State Police and comply with the Security Officer Registration Act (SORA).
3. All security guards must have certification in firearms use, complete a handgun safety course, and maintain valid firearm permits.
4. The Vendor must ensure adequate coverage at all times, providing replacements for absent guards without using supervisory personnel unless approved by the City.
5. Security guards are required to check identification, manage visitor access, inspect deliveries, operate security equipment, and maintain professionalism at all times.
6. The Vendor must submit weekly reports detailing hours worked and incidents during shifts.

Period of Performance
The contract will be for 12 consecutive months starting upon execution, with the possibility of two one-year extensions at the City's discretion.

Place of Performance
Services will be performed at various authorized City locations in Newark, NJ as specified in the Protection and Surveillance Schedule.

Bidder Requirements
Bidders must demonstrate experience in managing similar contracts, possess a valid license from the New Jersey State Police to operate a Security Guard Service, comply with SORA regulations, and provide proof of compliance for each assigned guard. Additionally, bidders are required to submit fingerprints for all employees assigned under this contract.
