Background
The Atlantic County Utilities Authority (ACUA) is responsible for enhancing the quality of life through the protection of waters and lands from pollution by providing responsible waste management services. This solicitation seeks qualified contractors to provide comprehensive inspection, maintenance, and environmental compliance services for ACUA's aboveground and underground storage tank systems across multiple facilities in Atlantic County, New Jersey. The goal of the contract is to maintain system reliability, protect the environment, and ensure full regulatory compliance.
Work Details
The contract encompasses three service areas:
1) Ongoing tank maintenance and compliance inspections, which include general maintenance, troubleshooting, annual inspections, and three-year inspections of petroleum, chemical, and leachate AST and UST systems located at various ACUA facilities;
2) Five-year integrity inspections of tanks and associated piping systems;
3) Licensed Site Remediation Professional (LSRP) services that involve environmental investigation, remediation oversight, regulatory reporting, and issuance of Response Action Outcomes (RAOs). The contractor must provide all labor, materials, and equipment necessary for these tasks. Specific tasks include troubleshooting tank monitoring systems, conducting compliance inspections as mandated by NJDEP and USEPA regulations, performing repairs on AST and UST systems, and ensuring all work complies with applicable federal and state regulations.
Period of Performance
The duration of the contract will be for 24 months with an option to extend for one additional two-year term at the discretion of ACUA.
Place of Performance
The services will be performed at various ACUA facilities located throughout Atlantic County, New Jersey including the Wastewater Treatment Plant in Atlantic City, Environmental Park in Egg Harbor Township, Pinelands Park Landfill in Egg Harbor Township, and various pump stations.
Bidder Requirements
Bidders must possess a NJ DEP Firm Certification for UST Installation – Entire System. They are required to provide personnel with appropriate qualifications including:
- A Program Manager as a contact point between the Contractor and ACUA Project Manager;
- A Foreman with valid NJ DEP UST Installation certification;
- Service Technicians with valid certifications;
- Electricians who are licensed in New Jersey; and
- Laborers capable of performing various physical tasks. All personnel must have OSHA training.
