Background
The Casino Reinvestment Development Authority (CRDA) is an independent authority established in 1984 to invest a portion of casino gaming revenues into urban revitalization projects in Atlantic City and the surrounding region.

The CRDA's mission is to provide capital investment funds for economic and community development projects that address the evolving economic and social needs of Atlantic City and New Jersey.

This RFP aims to solicit proposals for Retail Development Outreach Consultant Services to stimulate interest among developers, business entities, and lessees for developing open spaces, leasing existing commercial properties, or encouraging investments in the Atlantic City Tourism District.

Work Details
The successful respondent will provide services including:
- Preparing a portfolio cataloging available development opportunities;
- Identifying potential sites within the Tourism District for redevelopment;
- Detailing specific incentives available for development;
- Engaging with major commercial developers in the tri-state area;
- Evaluating the use of specialty leasing firms;
- Liaising with Tanger and Visit AC to enhance visibility and traffic;
- Assisting with pre-leasing efforts of CRDA-owned properties;
- Evaluating potential strategies linking The Walk to other areas;
- Scheduling exploratory meetings with commercial development firms;
- Providing bi-weekly written updates on progress.

Period of Performance
The contract will commence upon award and is expected to last for one year, with provisions for extension based on performance and mutual agreement.

Place of Performance
Services will be performed primarily in Atlantic City, New Jersey, specifically within the Atlantic City Tourism District.

Bidder Requirements
Respondents must demonstrate at least five years of experience in retail real estate, leasing, and commercial development. They must comply with N.J.A.C. 17:27 (Affirmative Action), possess a valid Business Registration Certificate, and adhere to requirements set forth by the Americans with Disabilities Act.

Additionally, respondents are encouraged to engage small business enterprises (SBEs) as subcontractors.
