WRBP Franklin WWTF Roofing

Background
The New Hampshire Department of Environmental Services (NHDES), through the Winnipesaukee River Basin Program (WRBP), operates the Franklin Wastewater Treatment Facility (WWTF) located at 528 River Street, Franklin, NH. The WRBP is seeking proposals for the replacement of roofing on seven out-buildings at the facility due to the presence of asbestos containing building materials (ACBM). The goal is to ensure compliance with safety and regulatory requirements while completing the project by the end of calendar year 2024.

Work Details
The contractor will be responsible for replacing the roofs on seven out-buildings, which includes:

1. Asbestos abatement in compliance with Env-A 1800 rules, including necessary safety equipment, inspections, and management plans.
2. Notifications and permits from NHDES Air Division and City of Franklin.
3. Removal of existing gravel surface asphalt roofs down to the structural concrete deck.
4. Preparation of the concrete deck with a self-adhered vapor barrier.
5. Installation of tapered polyisocyanurate insulation sloping to roof drains, ensuring proper drainage testing and corrective actions as needed.
6. Installation of a new single ply EPDM membrane roof system from approved manufacturers such as Firestone or Carlisle.
7. Installation of new aluminum edge metal and fascia metal around the roof perimeter, with color selection by WRBP.
8. Preservation and reinstallation of existing lightning arrestor systems, ensuring functionality post-installation.
9. Proper flashing of rooftop penetrations with new membrane as required.
10. Complete removal and disposal of all materials and debris, restoring site conditions to pre-construction state.

Period of Performance
The project should commence as soon as contract approval is obtained and must be completed no later than December 31, 2024.
