Workforce Innovation and Opportunity Act (WIOA) Adult Program

Background
The State of New Hampshire's Department of Business and Economic Affairs (BEA), Office of Workforce Opportunity (OWO) is issuing this Request for Proposals (RFP) to identify and select a qualified subrecipient to serve as the service-provider for New Hampshire’s Workforce Innovation and Opportunity Act (WIOA) Title I Adult Program.

The program aims to assist low-income individuals, recipients of public assistance, those with basic skills deficiencies, and others facing barriers in securing sustainable employment in high-demand industries. The goal is to provide career services, training, and support to help these individuals enter the workforce.

Work Details
The selected service-provider will be responsible for:
1) Outreach to potential eligible individuals for the Adult Program;
2) Determining individual eligibility through documentation collection;
3) Providing basic career services, individualized career services, and training services under WIOA;
4) Conducting assessments and developing Individual Employment Plans (IEPs);
5) Integrating Adult Program services with other WIOA-funded and non-WIOA-funded partners;
6) Implementing training strategies that develop essential workplace skills;
7) Offering continuous support services for participants;
8) Developing strategies to serve individuals facing employment barriers;
9) Providing follow-up services for one year post-exit from the program.

Period of Performance
The contract will be effective from July 1, 2025, through June 30, 2029.

Place of Performance
Services will be provided through the twelve NH Works Centers located throughout New Hampshire.
