Background
The New Hampshire Department of Health and Human Services, Division of Medicaid Services is seeking proposals for Staff Augmentation Services to support the implementation and operation of Medicaid Enterprise Systems (MES) modules. The Department aims to improve healthcare access, quality, and cost control through enhanced information systems and IT support. This initiative is part of a multi-year effort to replace the current Medicaid Management Information System (MMIS) with a modular system that meets federal standards.

Work Details
The selected Vendor will provide staff augmentation services including: identifying skilled staff for various roles as specified in Appendix E, participating efficiently in Task Orders, demonstrating operational excellence, assisting with CMS certification for each module, and managing staffing vacancies seamlessly.

The Vendor must conduct degree verifications for relevant positions, submit candidate resumes and credentials for Department review, ensure candidates are only recommended for one position at a time, and provide monthly performance updates on staff. Staff must work 40 hours per week unless otherwise approved and may need to attend orientation covering confidentiality and other policies.

Period of Performance
The contract will be effective upon approval by the Governor and Council and will end on September 30, 2028. There are options for renewal for up to two additional years.

Place of Performance
Services will be performed in New Hampshire as required by the Department.

Bidder Requirements
Vendors must demonstrate experience providing staffing services to state or federal agencies, particularly in Medicaid contexts. They must also have strategies for recruiting and retaining skilled applicants, managing staff performance, and complying with all applicable laws and regulations. The Vendor must maintain records of all costs incurred during the contract term.
