Background
The New Hampshire Department of Business and Economic Affairs (BEA) is seeking proposals from qualified vendors to serve as its research partner. The goal of this procurement is to develop and execute a comprehensive research program that tracks performance and informs strategic marketing decisions for the division and the broader industry and business community.
The contract term is for two years, from October 1, 2025, to June 30, 2027, with an option to renew through June 30, 2029.
Work Details
The selected vendor will be responsible for providing research services that evaluate the impact of the state’s tourism marketing programs and provide key consumer and industry insights. Specific tasks include:
- Conducting Advertising Effectiveness & Return on Investment Studies for seasonal campaigns (Fall, Winter, Spring/Summer), which includes gauging advertising awareness, measuring media investment efficiency, gathering consumer reactions, assessing advertising impact, quantifying ad-influenced trips and spending, and providing insights for marketing decision-making.
- Evaluating participant programs in the Joint Promotional Program using similar methodologies.
- Preparing an Annual Fiscal Year Return on Investment report.
- Developing an Online Travel Impact Dashboard that breaks down data regionally (7 regions) and by county (10 counties), including metrics such as total spending, visitor spending by commodity purchased, earnings, employment statistics, tax receipts, overnight visitor volumes, and average overnight spending.
- Conducting market research to identify new markets and seasonal forecasts that include market trends for upcoming seasons.
- Collaborating with the Agency on special research projects and participating in regular meetings.
Period of Performance
The contract will commence on October 1, 2025, and conclude on June 30, 2027. There is an option to renew the contract through June 30, 2029.
Place of Performance
The services will be performed within the State of New Hampshire.
Bidder Requirements
Vendors must demonstrate experience in providing consulting services equivalent to those outlined in the Scope of Work. They must submit a complete Contractor Data Sheet (Attachment B) along with their technical proposal. Additionally, vendors are required to provide a Rates and Fees Schedule (Attachment C) detailing their pricing structure.
