Background
The New Hampshire Department of Health and Human Services, Division for Behavioral Health, Bureau for Children’s Behavioral Health is seeking proposals from qualified vendors to assist with quality assurance monitoring of certified children’s residential treatment programs. This initiative aims to enhance efficiencies in meeting the requirements set forth by NH House Bill 1573 (2024) and various state regulations concerning services for children, youth, and families. The Department's mission is to provide a comprehensive system of health and human services that promotes the well-being of New Hampshire citizens, particularly focusing on behavioral health care for children and youth.

Work Details
The selected vendor will be responsible for quality assurance monitoring of children's residential treatment programs, ensuring compliance with service delivery standards, staffing requirements, treatment protocols, and overall regulatory compliance. Specific tasks include:

1. Reviewing records related to certification activities and quality assurance monitoring visits.
2. Providing technical assistance to refine policies and procedures.
3. Enhancing data management workflows to improve compliance tracking and documentation.
4. Developing a proposed work plan detailing activities, deliverables, personnel responsibilities, schedules, timelines, and performance indicators as outlined in Appendix A - Scope of Services.

Period of Performance
The contract will commence upon approval by the Governor and Executive Council and will end on June 30, 2027. There are options for renewal for up to four additional years.

Place of Performance
Services will be performed within the State of New Hampshire at locations designated by the Department.

Bidder Requirements
Vendors must have personnel with a Bachelor’s or Master’s Degree in Human Services or related fields and experience in data management. Vendors must comply with all applicable federal and state laws during the contract period. Additionally, vendors must not be disqualified under RSA 21-I:11-c due to prior offenses or pending charges.
