Background
The City of Keene, New Hampshire is seeking proposals from qualified consulting firms to conduct a comprehensive review of the Public Works Department operations and develop a long-term strategic plan. Work Details
The selected consultant will perform the following tasks:
1. Project Management and Kickoff: Develop a project work plan, conduct a kickoff meeting with City staff, and provide regular updates.

3. Stakeholder Engagement: Engage internal and external stakeholders through interviews, workshops, or surveys.

5. Benchmarking: Compare the Department’s organization and practices against peer municipalities and industry standards.
6. Strategic Plan Development: Create a strategic plan with priorities, goals, measurable objectives, and implementation actions for approximately ten years.
7. Draft and Final Recommendations: Prepare draft reports for City review, revise based on feedback, and present findings to City staff and Council.
Period of Performance
The project is anticipated to be completed within approximately six to eight months from the Notice to Proceed.
