PFAS Leachate Removal Pilot Infrastructure Upgrades

Background
The City of Nashua, Division of Public Works, is seeking bids from qualified contractors for the infrastructure upgrades portion of the Leachate PFAS Removal and Destruction Pilot Test Project at the Four Hills Landfill. This initiative aims to address environmental concerns related to PFAS contamination in leachate from the landfill, aligning with the city's commitment to public health and environmental protection.

Work Details
The contractor will be responsible for a variety of tasks including:

- Construction layout and documentation survey
- Excavation and backfilling
- Installation of pre-cast concrete and HDPE manholes and pump station structures
- Pipe trenching
- Furnishing, welding, and installation of HDPE pipe and fittings (including double-walled HDPE pipe)
- Furnishing steel pipe, fittings, and valves
- Installing and testing a leachate pump
- Integrating liquid level sensors with a control panel
- Preparing an HDPE-lined secondary containment work pad
- Installing electrical service (including trenching and conduit installation)

All work must be coordinated with landfill operations staff to ensure continuous access to active landfill areas while protecting existing utilities and infrastructure.

Period of Performance
The project is set to begin upon receipt of a written 'Notice to Proceed'. Substantial completion is required by August 21, 2026, with final completion by August 28, 2026. Liquidated damages of $250 per working day will apply for delays beyond these dates.

Place of Performance
The work will be performed at the Four Hills Landfill located in Nashua, New Hampshire.

Bidder Requirements
Bidders must demonstrate experience performing similar work at landfills. They are required to provide certificates of insurance for general liability ($1 million per occurrence), motor vehicle liability ($1 million combined single limit), and workers' compensation coverage as per New Hampshire statutes. A bid bond equivalent to 5% of the base bid price is required if the bid exceeds $35,000. Bidders should also comply with all applicable Equal Employment Opportunity laws.
