NHSP Bell 407 Helicopter Upgrade Installation

Background
The State of New Hampshire, Department of Safety, Division of State Police, is seeking qualified vendors to undertake comprehensive avionics upgrades and the installation of advanced law enforcement equipment on its Bell 407 Helicopter. This project includes a critical upgrade to the rear Tactical Flight Officer (TFO) station, aimed at enhancing operational efficiency and situational awareness for airborne law enforcement operations.

Work Details
The Vendor shall perform the following installations and upgrades:

1. Upgrade of FLIR 380 HDC to FLIR 380 X HDC 4 Pin Skillet, including installation of Spotter, Kit Gore Vent and Cable Assembly (upgrade kit provided by Agency).

2. Installation of Macro Blue Screens:
a) Macro Blue 10.5-inch screen on co-pilot panel;
b) Macro Blue 21.5-inch screen in rear TFO position (screens and install kits provided by Agency).

3. Installation of Shotover Augmented Mapping System integrated with FLIR 380X HDC (system and install kit provided by Agency).

4. Installation of one SW-LTE-70 US LTE & Gigabit Wi-Fi Router with three internal Wi-Fi antennas.

5. Installation of one ARS-KB-R NVIS Keyboard and Rack Mount (products provided by Agency).

Additional components include:
- David Clark Push to Talk switch,
- USB Dual A and C Charging Ports,
- a 500-Watt Inverter,
- Tra120V Outlets,
- MS Connectors,
- Relay JRS12-001,
- GTN GPS/NAV/Com upgrade,
- Com Enablement,
- HTAWS Enablement,
- FS510 BT Data Card,
- GTX ADSB XPDRs,
- GTR Com units with NVG Enablements.

Testing requirements include EMI Testing, NVG Testing, certifications for IFR Pitot/Static and XPDR.

Period of Performance
The contract will be performed over a term of one year from the date of approval by the Governor and Executive Council.

Place of Performance
The work will be performed at the facilities designated by the New Hampshire State Police.

Bidder Requirements
The vendor must be a certified Bell Helicopter service facility with at least three years in the helicopter maintenance business and provide three references. The vendor must disclose any penalties assessed under existing or past contracts with any government entity within the last two years.
