Description

New Hampshire Clean Diesel Grant Program
Background
The New Hampshire Clean Diesel Grant Program is administered by the New Hampshire Department of Environmental Services (NHDES) and is funded through the United States Environmental Protection Agency (EPA) Diesel Emissions Reduction Act (DERA) Program.
The program aims to protect human health and improve air quality by reducing harmful emissions from diesel engines.
NHDES seeks proposals for eligible diesel emission reduction projects utilizing federal DERA funding for fiscal years 2023-24.
Since 2015, the program has awarded over $2,750,000, resulting in significant emissions reductions.

Work Details
Eligible projects under this program include:
1. Vehicle or Equipment Replacement: Replacement of older diesel vehicles or equipment with newer, cleaner alternatives powered by alternative fuels or zero tailpipe emissions.
2. Engine Replacement: Replacement of existing diesel engines with newer, cleaner engines powered by alternative fuels or zero tailpipe emissions.
3. Idle Reduction Technologies: Installation of on-board idle reduction technology or standalone off-board technology to reduce emissions during idling.
4. Certified Remanufacture Systems for Locomotives: Upgrades to locomotive engines using certified remanufacture systems that improve emissions performance.
5. Other Projects: Projects involving aerodynamic technology retrofits and verified low rolling resistance tires.

Period of Performance
Projects must be completed by September 30, 2026, with potential extensions subject to EPA approval.

Place of Performance
The projects must operate primarily in New Hampshire.

Bidder Requirements
Eligible applicants include state and local government agencies, municipalities, schools, colleges, public and private transit companies, marine operators, and private businesses in good standing with the New Hampshire Secretary of State.
Applicants must provide non-federal matching funds for all projects and ensure compliance with various eligibility criteria outlined in the program guide.
