Medicare Cost Report Consultation Services

Background
The New Hampshire Department of Health and Human Services, specifically the New Hampshire Hospital and Glencliff Home, is seeking qualified vendors to provide consulting services for preparing Medicare Cost Reports (MCR) that comply with federal requirements. The goal is to ensure accurate representation of costs to maximize reimbursement. The selected vendor must demonstrate knowledge of relevant Medicare and Medicaid rules, as well as experience with psychiatric facilities.

Work Details
The vendor will provide consulting services to prepare Medicare Cost Reports for New Hampshire Hospital and Glencliff Home. The reports must:

1. Record total costs and charges associated with services provided to all patients, including those allocated to Medicare patients;
2. Be prepared and submitted annually within five months of the fiscal year-end, electronically to National Government Services (NGS);
3. Ensure cost information is current, accurate, and detailed enough for payment determinations;
4. Include provider information such as facility characteristics, utilization data, cost and charges by cost center, Medicare settlement data, and financial statement data.

Period of Performance
The contract will be effective from July 1, 2026, to June 30, 2030, with options for renewal for up to four additional years.

Place of Performance
Services will be performed at New Hampshire Hospital and Glencliff Home in New Hampshire.

Bidder Requirements
Vendors must have no conflicts of interest in providing the services. They should demonstrate knowledge of Titles XVIII and XIX of the Social Security Act and possess experience with the Disproportionate Share Hospital program. Vendors are required to submit a Letter of Intent if they wish to receive notifications about any amendments to the solicitation.
