Background
The New Hampshire Department of Revenue Administration (DRA) is seeking qualified entities to provide Lien eRecording Services. The purpose of this Request for Bid (RFB) is to establish a contract under RSA 21-J:3, XXVII. The DRA intends to award one contract but reserves the right to award no contracts at its discretion.
Work Details
The selected vendor will be responsible for electronically recording collection liens across all counties in New Hampshire, including Belknap, Carroll, Cheshire, Coos, Grafton, Hillsborough, Merrimack, Rockingham, Strafford, and Sullivan. Key responsibilities include:
1. Processing electronically recorded collection liens at all ten counties in NH.
2. Committing to a maximum 30-day startup for the first phase and a maximum 90-day startup for additional phases after contract execution.
3. Employing trained personnel who are experienced in best practices and agency procedures.
4. Providing IT support during implementation and interfacing with the Agency's specific application for automated submissions.
5. Supporting flexible monthly reporting and invoicing requirements.
6. Training agency personnel on operational use of tools including billing and invoicing.
7. Maintaining errors and omissions insurance and indemnifying the agency against collection activities.
8. Ensuring personnel are knowledgeable about confidentiality provisions under RSA 21-J:14.
9. Meeting quarterly with agency personnel for updates on processes or legislative changes as needed.
10. Providing a secure portal for ongoing account monitoring by designated agency staff.
Period of Performance
The contract will commence on May 6, 2026, and will be valid for two years from the date of approval by the Governor and Executive Council.
Place of Performance
Services will be performed throughout New Hampshire across various county registries of deeds.
Bidder Requirements
Vendors must be registered to conduct business in New Hampshire and in good standing with the Secretary of State. They must complete a Vendor Application Package with the Bureau of Purchase and Property. Additionally, vendors must provide proof of comprehensive general liability insurance coverage prior to performing services, with specified minimum coverage amounts.
