Background
The City of Nashua, through its Division of Public Works, Solid Waste Department, is seeking professional engineering services to assist in a pilot treatment program aimed at removing per- and poly-fluorinated alkyl substances (PFAS) from landfill leachate at the Four Hills Landfill.
The landfill has been operational since 1971 and produces approximately 1,500,000 gallons of leachate monthly, which is currently conveyed without pre-treatment to the Nashua Waste Water Treatment Plant (WWTP). The project aims to identify effective PFAS removal technologies and ensure compliance with upcoming environmental regulations.
Work Details
The selected engineering consultant (EC) will be responsible for: conducting pilot project design; assisting in selecting a pilot treatment technology; overseeing a PFAS/leachate pilot treatment vendor; providing ancillary engineering services related to solid waste and air emissions permitting; reviewing and analyzing pilot test operations and analytical data; selecting on- or off-site PFAS-concentrate destruction options; and completing preliminary full-scale treatment system design based on pilot testing results.
Specific tasks include:
1) Finalizing selection of PFAS removal technology and treatment vendor;
2) Preparing a PFAS Removal and Treatment/Disposal Workscope for NHDES review;
3) Conducting pre-pilot test construction activities;
4) Operating the foam fractionation pilot treatment system for 30-45 days;
5) Analyzing pilot test data and reporting findings;
6) Preparing preliminary design plans for a full-scale PFAS treatment system if the pilot is successful.
Period of Performance
The anticipated timeline includes consultant selection in early October 2025, with contract signing by November 7, 2025.
Tasks are expected to commence immediately after contract signing, with construction beginning in early summer 2026 and pilot testing occurring in summer/fall 2026. Completion of analysis and preliminary design plans is expected by the end of 2026.
