Background
The New Hampshire Department of Corrections (NHDOC) is seeking proposals for mobile device services aimed at supporting inmates in Transitional Housing Units (THUs). The goal is to enhance the rehabilitation process by providing mobile devices that facilitate communication, monitoring, and management of inmate activities. This initiative aligns with NHDOC's mission to promote positive behaviors and prepare inmates for successful re-entry into society.
Work Details
The selected vendor will provide 106 mobile devices with cellular connectivity plans capable of remote management, messaging, and monitoring via a cloud-based application. The vendor must ensure the ability to increase device capacity up to 152 as inmate populations fluctuate. Key functionalities include:
- Reliable operational and technical support, including on-site or remote helpdesk assistance during non-business hours.
- Backup mobile devices that are preconfigured for immediate deployment if a device fails.
- Real-time call logs (incoming, outgoing, missed).
- Strong cellular connectivity with security measures compliant with departmental policies and HIPAA standards.
- Biometric or facial recognition capabilities for identity verification.
- Features such as unlimited video chat, text messaging, GPS-enabled location tracking, automated event reminders, and secure two-way messaging. The application must be compatible with major web browsers and support document uploads/downloads across various file formats.
Period of Performance
The contract is expected to commence upon approval from the Governor and Council and will run through March 31, 2029. There is an option for a three-year extension based on mutual agreement.

Services will be provided at various NHDOC locations including:
- North End Transitional Housing Unit (1 Perimeter Road, Concord NH 03301)
- Concord Transitional Work Center (275 North State Street, Concord NH 03301)
- Shea Farm Transitional Housing Unit (60 Iron Works Road, Concord NH 03301)
- Calumet House Transitional Housing Unit (126 Lowell Street, Manchester NH 03104).
