IEP Facilitator

Background
The New Hampshire Department of Education (NHED), Bureau of Special Education Support (BSES) is seeking proposals for up to two individuals to serve as IEP Facilitators. The goal of this procurement is to support the self-determination of IEP teams by fostering collaborative communication to promote positive student outcomes. This initiative aligns with the New Hampshire Standards for the Education of Children with Disabilities, which mandates the availability of alternative dispute resolution methods for parents and school districts.

Work Details
The selected vendors will be responsible for:

1. Planning and preparing for IEP team meetings, including scheduling, reviewing relevant background materials, and composing meeting documents.

2. Facilitating IEP team meetings as assigned by the Agency, either in person or virtually.

3. Creating a supportive environment during meetings, setting clear expectations, and moderating discussions.

4. Maintaining neutrality and confidentiality regarding personally identifiable information (PII).

5. Utilizing Agency-provided online software to organize meeting documentation and distributing evaluation surveys to participants.

Additionally, vendors will assist in gathering feedback for the IEP Facilitation Program through participation in trainings and annual performance reviews.

Period of Performance
The contract will be effective upon approval from the Governor and Council through June 30, 2027.

Place of Performance
Services will be provided throughout New Hampshire, with travel required to various school districts as needed.

Bidder Requirements
Vendors must possess a master’s degree in special education or a related field, have at least five years of experience in special education or a related field, knowledge of IDEA and NH special education regulations, a valid driver’s license for travel within NH, technological proficiency across various platforms, and must submit reports with invoices by the 10th of each month detailing activities conducted.
