Groundwater Monitoring Well Development

Background
The New Hampshire Department of Environmental Services (NHDES), under its Winnipesaukee River Basin Program (WRBP), operates the regional wastewater collection and treatment system for Lakes Region communities. The WRBP is seeking proposals for Groundwater Monitoring Well Development at the Franklin Wastewater Treatment Facility (Franklin WWTF) to replace a failed monitoring well and decommission the existing one.

Work Details
The contractor will drill and develop one new monitoring well to replace the failed SH-4 well, which has been unable to provide adequate water level readings. The new well must be constructed approximately 40 feet deep using 2-inch O.D. flush jointed PVC materials with machine-slotted screens.

The contractor is responsible for site preparation, including potential vegetation removal, and must notify relevant parties at least 14 days before commencing work. The existing SH-4 well must be decommissioned according to NHDES guidelines, ensuring no water can enter the aquifer from ground level. Documentation including GPS location, well ID, construction details, and compliance reports must be submitted upon completion.

The contract is expected to commence upon award and will follow a timeline that includes site preparation, drilling, development, and documentation submission as outlined in the proposal requirements.

Bidder Requirements
Bidders must possess a valid NH Water Well Board License and provide references from similar projects completed in the last three years. They must also be registered with the NH Secretary of State's Office and comply with all state and federal regulations governing groundwater monitoring and well construction.
