Contract: Training And Professional Development Services

Background
The New Hampshire Department of Administrative Services is seeking to establish multiple contracts for Training and Professional Development Services through its Division of Personnel’s Bureau of Education and Training (BET). The goal is to provide a wide variety of training courses to enhance the skills and knowledge of state employees and eligible participants.

Work Details
The vendor will supply all labor, tools, transportation, materials, equipment, and permits necessary to perform the services. Specific services include:

1) Providing a range of training and professional development courses;
2) Fixed pricing per class or program that includes all preparation and instruction time;
3) Course offerings such as Project Management Training, Trainer Certification Program, Government Accounting Program, Lean Training Program, and others;
4) Development of new online or in-person training upon request;
5) Leadership coaching services;
6) Facilitation of strategic planning processes;
7) Metrics consulting for operational improvement;
8) Team building and group dynamics improvement services.

Vendors must also submit course materials for approval prior to training delivery.

Period of Performance
The contract term will commence on October 1, 2025, or upon approval by the Governor and Executive Council, whichever is later. It will run through September 30, 2030. There is an option to extend the contract for an additional two years under mutual agreement.

Place of Performance
Services will be performed within the State of New Hampshire as required by various state agencies.

Bidder Requirements
Vendors must be duly registered to conduct business in New Hampshire and in good standing with the NH Secretary of State. They must provide proof of comprehensive general liability insurance coverage prior to performing any services. Additionally, employees accessing state records must sign a Confidentiality Agreement and a Release of Criminal Record Authorization Form.
