CONTRACT: IT Research and Advisory Services

Background
The New Hampshire Department of Administrative Services, through its Division of Procurement and Support Services, is seeking bids for IT Research and Advisory Services. The goal is to establish a contract that provides comprehensive IT research, consulting, and advisory services to support the state's objectives in navigating the rapidly changing IT landscape.

Work Details
The contractor will provide a range of services including:

1. Access to an online database with at least 1,000 IT research articles, white papers, and reports published within the last five years.

2. Advisory services on strategic and tactical planning for IT policy development.

3. Workshops and conferences on various IT topics such as IT governance, software licensing, application development, data analytics, information security, cloud computing, and disaster recovery.

4. Annual subscriptions for both senior technology executives and small/midsize businesses that include expert interactions, access to research experts, technical professional research reports, tools and data relevant to users, peer engagement opportunities, and performance metrics on IT spending.

Period of Performance
The contract term will commence on January 19, 2026, or upon approval by the Governor and Executive Council. It will last through January 18, 2031. There is an option to extend the contract for an additional two years upon mutual agreement.

Place of Performance
Services will be performed primarily in New Hampshire with potential for remote engagements depending on specific project requirements.

Bidder Requirements
Bidders must be registered as vendors authorized to conduct business in New Hampshire and must have a completed Vendor Application Package on file with the NH Bureau of Purchase and Property. Vendors must also provide proof of comprehensive general liability insurance coverage prior to contract award.
