Biosolids Analytical Services

Background
The New Hampshire Department of Environmental Services (NHDES) Winnipesaukee River Basin Program (WRBP) operates the regional wastewater collection and treatment system for various Lakes Region communities. The WRBP is seeking proposals from qualified laboratories accredited by the New Hampshire Environmental Laboratory Accreditation Program (NHELAP) to provide analytical testing services for the Franklin Wastewater Treatment Plant located at 528 River Street, Franklin, New Hampshire. The contract for these analytical services will span a three-year period from July 1, 2025, to June 30, 2028.

Work Details
The selected laboratory will be required to perform the following services as outlined in Exhibit B:

1. **Scheduled Services**:
- **Biosolids Annual Pollutant Scan**: Conducted once per year during the 3rd quarter, analyzing for specified constituents with results submitted within 3 weeks (8 weeks for Dioxin).
- **Biosolids Quarterly Pollutant Scan**: Conducted quarterly except in the 3rd quarter, with results submitted within 3 weeks.
- **Biosolids Annual TCLP Testing**: Conducted once per year (typically in the 1st quarter), with results submitted within 3 weeks.

2. **As-Need Services**:
- **Digester Cleaning & Repeat Quarterly Pollutant Scan**: Performed on an as-needed basis with results submitted within 3 weeks. Repeat tests due to QA/QC failure or lab error must be conducted at no cost to WRBP.

3. **Analytical Results Reporting**: Reports must include sample collection times and dates, site identification, chain-of-custody forms, detection limits, methods used, and any observations affecting test outcomes. An electronic copy of final results must be provided in both Excel and PDF formats.

4. **Additional Laboratory Responsibilities**: Include providing sampling containers with preservatives, shipping coolers and ice packs, chain-of-custody documentation, prepaid shipping services, and ensuring all testing complies with state and federal standards.

Period of Performance
The contract will be performed over a three-year period from July 1, 2025, to June 30, 2028.

Place of Performance
The contract will be performed at the Franklin Wastewater Treatment Plant located at 528 River Street, Franklin, New Hampshire.
