Background
The Ponca Tribe of Nebraska is a federally recognized Tribal government that provides programs and services to its members across various service areas. The Tribe aims to redesign its primary public-facing website to enhance usability, improve communication, and ensure accurate representation of Ponca culture, values, and governance.
Work Details
The selected vendor will provide comprehensive website redesign and development services, including:
1. Website Strategy & Planning: Review of current website structure, content, technology, information architecture planning, and UI/UX design tailored to diverse user groups (Tribal members, staff, partners, and the general public).
2. Website Design: Creation of a visually appealing, modern, mobile-responsive design incorporating Tribal branding and cultural elements while ensuring ADA/WCAG 2.1 AA accessibility compliance.
3. Website Development: Development on a secure CMS platform (WordPress or Drupal), integration of dynamic content (news, events, programs), internal search function, secure contact forms, and optional member portal integration.
4. Content Migration & Deployment: Migration of existing content, preparation of new page templates, quality assurance testing across browsers/devices, and final launch to the public domain.
5. Training & Support: Administrator training for Tribal communications and IT staff, technical documentation provision, and post-launch support plan.
Period of Performance
The project is expected to start as early as January 1, 2026, with an estimated completion date by October 1, 2026.

The work will be performed for the Ponca Tribe of Nebraska located in Niobrara, Nebraska.
Bidder Requirements
Vendors must demonstrate Ponca Preference or Native American Preference in their proposals. They must also provide evidence of being a Ponca or Native American-owned business or minority-owned business. Proposals should include vendor information (company name and background), project approach (design methodology), experience with relevant past projects (especially with Tribal or government experience), design concepts or examples (portfolio samples), work plan with timeline milestones to meet the deadline, detailed budget including optional services costs, and acceptance of the Tribe's standard contract.
