RFP - Bill Output Redesign, Print & Mail

Background
Lincoln Electric System (LES) is issuing this Request for Proposal (RFP) to select a qualified vendor for electric utility bill statement, printing, and mailing services. LES has been serving the Lincoln area for 60 years, providing electricity to approximately 275,000 people across 200 square miles in Lancaster County, Nebraska.

The goal of this contract is to redesign and operate LES's electric utility bill output services while maintaining integration with existing systems.

Work Details
The selected vendor will provide end-to-end services for the redesign, production, printing, and mailing of LES electric utility customer communications, including monthly bills and associated notices. Specific tasks include:
1. Redesigning customer communication designs with accessibility considerations.
2. Providing secure data exchange with LES for bill output file delivery.
3. Supporting electronic presentment and archiving of statements.
4. Managing daily print and mail production aligned with LES billing cycles.
5. Coordinating implementation planning, testing, cutover, and knowledge transfer necessary for transitioning from the current solution to the proposed service.

Period of Performance
The preferred start date is one month after the completion of the Statement of Work, expected in early Q3 2026. The go-live date is no later than February 1, 2027.

Place of Performance
The contract will be performed primarily in Lincoln, Nebraska.

Bidder Requirements
Bidders must furnish proof of insurance with specified coverage levels from an insurance company licensed in Nebraska and rated at least B+ by A.M. Best. They must also complete the LES Standard Services/Consulting Contract and the Confidentiality & Security Agreement (LES Form F790).
