Description
Background
The City of Lincoln Solid Waste Management Division has received a three-year Consumer Recycling Education and Outreach (REO) grant from the Environmental Protection Agency (EPA) to enhance waste prevention, diversion, and recovery from the Bluff Road Landfill.
The project aims to launch a community-wide educational campaign focusing on food and recycling waste diversion. The initiative includes two primary objectives: preventing residential food waste and increasing awareness of recycling practices to promote behavioral change regarding resource recovery.
Work Details
The contractor will conduct two residential curbside recycling contamination audits in Lincoln, scheduled for fall/winter 2025 and 2026. Each audit will involve:
1. Collaborating with curbside recycling collectors to audit at least 100 single-family homes in each of Lincoln's five quadrants.
2. Collecting data on contamination levels, types of contamination, and other relevant metrics.
3. The first audit will focus solely on data collection without resident education, while the second will include educational efforts and potential removal of contaminants from bins.
4. The contractor must provide detailed reports for both audits, including an executive summary analyzing the data collected.
5. Additionally, the contractor will assist ten businesses in establishing waste diversion strategies through consultations that include initial assessments, comprehensive reports, and quarterly follow-ups to track progress.
Period of Performance
The contract term begins upon execution by both parties and continues until all obligations are fulfilled or until May 31, 2027, whichever comes first.
Place of Performance
The work will be performed in Lincoln, Nebraska, specifically targeting residential areas subscribed to curbside recycling services and selected businesses within the city.
Bidder Requirements
Proposers must have a minimum of five years of experience providing similar services directly (not through subcontractors) and demonstrate a proven track record of positive client feedback. Proposals must include confirmation of meeting these qualifications.
