Project O Street

Background
The City of Lincoln is requesting proposals for Project 'O' Street, a significant reinvestment initiative aimed at revitalizing 'O' Street and its surrounding blocks. This project is crucial as 'O' Street serves as the primary corridor for Lincoln, functioning as a major thoroughfare that supports mobility, commerce, and community life. The improvements will replace aging infrastructure, enhance public spaces, and modernize the corridor to meet current safety and accessibility standards.

This marks the first major investment in Lincoln’s downtown main street in nearly 50 years, aimed at supporting local businesses and improving traffic flow and pedestrian safety.

Work Details
The project involves multiple tasks including:
- Replacing an aging water main
- Replacing private lead service lines
- Installing a side bike path on 11th Street
- Selective repair and resurfacing of 'O' Street
- Full reconstruction of two blocks on 14th Street
- Replacing sidewalks and pavers
- Installing pedestrian improvements such as crosswalks and special lighting
- Adding new amenities along both 'O' Street and the 14th Street Music District.

The contractor must adhere to strict compliance with local and state regulations, particularly those set by the Nebraska Department of Transportation.

Period of Performance
The contract will commence upon execution by both parties and is expected to be completed by October 2, 2027. The final construction warranty period extends until December 31, 2029, unless approved extensions are issued.

Place of Performance
The work will be performed in downtown Lincoln, Nebraska, specifically along 'O' Street from 9th to 16th Street.

Bidder Requirements
Proposers must have a minimum of 10 years’ construction experience as a general contractor. They are required to submit confirmation that they meet these qualifications in their proposal. Additionally, proposers must be registered on the City/County Ebid site to respond to this RFP.
