Background
The City of Omaha and Douglas County are seeking qualified companies to provide #2 Ultra Low Sulfur Diesel and unleaded fuel for various city and county sites. The goal is to ensure a reliable supply of fuel for municipal operations, with deliveries starting approximately on February 27, 2026. The contract will be awarded based on the most advantageous quotes received.

Work Details
The contract includes the delivery of #2 Ultra Low Sulfur Diesel Fuel and 90/10 ethanol blended unleaded gasoline. Deliveries must occur weekly as required, with all deliveries to be made within 48 hours of order placement. The bid price must include all applicable taxes and charges, noting that the City and County are exempt from federal taxes on fuel.

The estimated quantities for diesel are approximately 72,100 gallons across various facilities, while unleaded fuel totals approximately 119,250 gallons. Specific facilities include District garages, golf courses, police stations, and maintenance locations. Additionally, Douglas County may require straight #1 Diesel loads during extreme cold weather.

Period of Performance
The contract period is set for 12 months starting from February 27, 2026.

Place of Performance
Deliveries will be made to various sites within the City of Omaha and Douglas County.

Bidder Requirements
Bidders must provide a Certificate of Insurance detailing coverage levels before service begins. For projects under $200,000, minimum insurance levels include $250,000 for general liability per person and $500,000 total per occurrence. For projects over $200,000, minimums increase to $1 million per person and $5 million total per occurrence. Bidders must also comply with the Contract Compliance Ordinance by having a current Contract Compliance Report (Form CC-1) on file.
